Project Manager, IT (Senior)

Position Overview

The Senior IT Program Manager will be responsible for leading and managing multiple large-scale, complex technology programs and projects supporting Harris County Universal Services and the Flood Control District. This role demands strong leadership, program/project management skills, and technical acumen to drive the successful execution of IT initiatives from inception to delivery.

The ideal candidate will collaborate with cross-functional teams and stakeholders across the county to ensure alignment with business goals, timely delivery, and adherence to scope and budget.


Key Responsibilities

Program Leadership & Strategy

  • Lead and manage multiple cross-functional, enterprise-wide IT programs aligned with departmental strategy.
  • Develop program road maps, define goals, and establish clear success metrics.
  • Manage the entire program life cycle: initiation, planning, execution, monitoring, and closure.
  • Identify, assess, and mitigate risks and issues impacting program success.

Stakeholder Management

  • Build and maintain strong relationships with senior stakeholders, including executives, department heads, and external vendors.
  • Ensure effective communication across teams and provide timely updates on progress, risks, and issues.
  • Deliver regular program updates and presentations demonstrating status, outcomes, and value.

Project Management Oversight

  • Oversee execution of individual projects within programs to ensure alignment with overall goals and timelines.
  • Work closely with Project Managers to develop detailed project plans, schedules, and resource allocations.
  • Monitor delivery and address any escalated issues during execution.

Programs and Projects

  • Includes, but is not limited to: Flood Warning System Full Platform Redesign

Scheduled Milestones and Deliverables

  • Develop program road maps, define goals, and establish success metrics.
  • Provide regular program updates and leadership presentations on status, outcomes, and value.
  • Submit monthly reports detailing project delivery and status of escalated issues.

Performance Metrics

  • Accuracy and timeliness of program updates, including financial tracking.
  • Stakeholder satisfaction measured through customer relationship surveys.
  • On-time delivery of program road maps.

Qualifications and Requirements

  • 8+ years of experience in IT program or project management.
  • Strong understanding of IT infrastructure, SDLC, cloud, and emerging technologies.
  • Familiarity with Agile, Scrum, and Waterfall methodologies.
  • Proven ability to lead cross-functional teams in a matrixed environment.
  • Excellent collaboration and influence skills across all organizational levels.
  • Proficiency in project management tools (e.g., MS Project, Jira, Asana).
  • Outstanding verbal and written communication skills for both technical and non-technical audiences.
  • Strong analytical and problem-solving skills with a proactive approach to issue resolution.
